Parrot Rescue, Inc. is a 501(c)3 non-profit organization located in Suffolk County, Long Island, New York. We are a dedicated group and must limit our scope of service to within 50 miles (Long Island ONLY!).
Each year thousands of birds die due to abuse, neglect, or accidental escape. Our mission is to help exotic birds in crisis/emergency situations such as owner illness, death, emergency relocation, abuse or neglect. We help birds that need immediate placement and/or removal when contacted by their owner.
Due to the large number of birds being sold to uninformed or impulse buyers, we are often times overwhelmed. Volunteers may sometimes foster birds in their own homes and at their own expense. We rely on donations and fundraising to defray the costs. Many birds need behavior modification and sometimes veterinary care.
Our volunteers have their own birds, families and jobs and will try to do their utmost when called upon.
We carefully monitor the progress of foster birds and try to place them in new permanent and loving homes as soon as they are able. We screen new homes carefully and provide a follow-up service of help and guidance.
We do not buy, sell or ship birds, nor do we advocate the sale of unweaned baby birds. We are not veterinarians and are not qualified to expel medical advice.

I have posted this information and link to a Parrot Rescue site.
The purpose and reality is to show the Abuse.
All rescuers ask for help in the form of donations, if you can help this site, please do so.
My point is this, rescue faclities deal with issues (After the fact).
People will continue to buy Parots on a whim, decide to be rid of the bird when Bad habits appear, and the rescuer will continue to pick up the tab after the fact.
Where is the bird among all these politics?

Maybe you can send them an e-mail asking that question.
HR669 was a law that will address issues from the beginning...not the end.
It would have removed Parrots from the Americans Pet list.
